The piddle rights that order how California ’s water system gets used are not the easiest things in the man to see ; working out how they follow to be , and how they forge Los Angeles , is an even trickier thing .
Tom Scott separate the story of one humble part of it : the St Francis dam , a project finished in 1926 , and which collapsed two years later . The flood down 431 people and ended the vocation of engineer William Mulholland . But as Scott explain , the dam had an equally significant impact on how LA developed ; if it had n’t been for some bad calculations , one of North America ’s swelled cities could be even more rife .
